You can never ensure that things happen fair, if some people lie.
That's a fact, and nothing can be done about that.

I think it's good that CC has chosen to use the estimated finish time. Had AG been used, there would be far more passing / risk of drafting going on - since you would have several waves with both slow and fast people in it...
